Council and Chapter Policies and Procedures Guide

This “Guide” provides information and suggestions to assist in the organization and management of Military Officers Association of America (MOAA) Councils and Chapters.

Article II, Section 1, of MOAA’s bylaws stipulates that neither the national organization nor an affiliate can participate in the organizational or managerial concerns of the other. MOAA, therefore, has no authority to tell any council or chapter how to organize, what to do, or how to do it. This Guide simply offers advice on handling council and chapter affairs—advice based on the practical experiences of innumerable council and chapter officials in all parts of the country. The ideas advanced herein constitute sound guidance for the organization and management of a typical council or chapter.
